Licking County Track Officials Association – Constitution revision (2/24/26)
Article I – Name
The name of the organization shall be the Licking County Track Officials Association (also referred to as the LCTOA).
Article II – Purpose
The purpose of the organization shall be to organize and educate Track and Field and Cross Country Officials certified by and under regulation of the Ohio High School Athletic Association (OHSAA), and to fulfill OHSAA required re-certification mandates.
In addition, the LCTOA shall promote and support track and field and cross country in the Greater Licking County Area. Such promotion and support may consist of, but is not limited to:
- sponsorship of scholarships for post-secondary education,
- sponsorship of track or cross country events, in part for the education of new officials
- promotion of track and field and cross country officiating for the purpose of recruiting new officials,
- support of the State Track and Field and Cross Country Officials Association of Ohio,
- other activities as approved by the Executive Committee.
Article III – Membership
Membership in the Licking County Track Officials Association is open to anyone who is licensed as a track official by the OHSAA and registers and pays annual dues as a member of the LCTOA. Those interested but without an OHSAA license may participate in meetings, but do not have a vote.
Article IV – Officers
The officers of the Licking County Track Officials Association shall consist of the President, the Vice President, the Secretary(s), the Treasurer, and Local Rules Interpreter. The Past-President and Past-Secretary will serve on the Executive Committee “ex-officio”, without vote. If there is no Treasurer, the Secretary(s) will perform the Treasurer’s duties.
To be an officer one must meet the Membership requirements of Article III.
Article V – Election, Appointment and Term of Office
The officers of the Licking County Track Officials shall be elected by a majority vote of the membership at the first meeting in March. A quorum is required, consisting of at least twelve voting members present. The Vice President, Treasurer, Secretary(s) and Local Interpreter will be elected annually. The Vice President will serve a one year term in that office, and then will serve one year as the President. Should a Vice President be unable to fulfill the duties of President, the President will be elected directly by the membership in attendance at the election meeting.
The term of office shall begin the first Monday of November after the State Cross Country Meet of the calendar year elected, until the State Cross Country Meet of the succeeding year (The following “seasons” in order: Indoor Track Season, Outdoor Track Season, Cross Country Season).
Article VI – Executive Committee and Authority
The executive committee of the Licking County Track Officials Association shall consist of the President, the Vice President, the Treasurer, the Secretary, the Local Interpreter, the Past-President (ex-officio without vote) and the Past-Secretary (ex-officio without vote). The Executive committee is empowered to make all decisions for the Association in absence of a meeting of the general membership.
Article VII – Removal of Officers
Officers of the Licking County Track Officials Association may be removed for good and just cause by a majority vote of the Executive Committee or the General Membership at a meeting specifically called for that purpose. Good and just cause shall consist of:
- criminal activity
- malfeasance, misfeasance, or nonfeasance
- dereliction of responsibility to the Licking County Track Officials Association.
Article VIII – Removal of Members
Members of the Licking County Track Officials Association may be removed by action of the Executive Committee. Such removal will be for cause: failure to pay dues or other unacceptable actions that bring disrepute on the LCTOA.
Article IX – Duties of Officers
The President will serve as Chairman of LCTOA and Executive Committee meetings, create agendas for each meeting, conduct elections annually at the “elections meeting”, and serve as the Executive Officer for activities of the LCTOA. Should issues arise regarding the conduct of meetings, the final authority shall be Roberts Rules of Order.
The Vice President will assume the duties of the President when the President is absent or unable to fulfill the duties of office. The Vice President serves as “President Elect” for the next year.
The Secretary(s) will serve as the primary contact between the LCTOA and the OHSAA for purposes of record keeping and organization. The Secretary(s) will keep member’s meeting attendance, coordinate with the OHSAA in tracking that attendance, and will serve as liaison with OHSAA on non-rule officiating issues.
The Treasurer will collect membership dues, depositing them in a bank account in the LCTOA name. Such accounts will have two “named” signatories, the Treasurer and the Secretary. If the Secretary and the Treasurer are combined in one individual, then the President must be a signatory as well. The Treasurer is also responsible for all other funds collected by the LCTOA, including scholarship funds, and funds to fulfill other projects agreed to by the Executive Committee and/or general membership. The Treasurer will give an update of funds designations and funds available at each meeting of the LCTOA.
The Local Interpreter will serve as liaison with the OHSAA on issues of rule interpretation, and will report back to the general membership any changes or decisions made by the OHSAA, including rules, applications, and structure and changes in the OHSAA sponsored state qualifying meets.
The Past President and The Past Secretary shall serve on the Executive Committee as “ex-officio” members, without vote.
Article X – Meetings
The LCTOA will schedule a minimum of six meetings to be held in February and March, and two meetings to be held in September. Should a meeting be cancelled due to weather or other emergency, the Executive Committee is empowered to reschedule or abandon that meeting date. The LCTOA is required to have a minimum of four meetings in the February-March window, and two meetings in September.
The Executive Committee is required to secure a suitable location for each meeting scheduled. All meeting dates (other than reschedule dates) must be published at least thirty days prior to the first meeting.
The first meeting in March will be designated the “elections meeting” for the purpose of choosing officers and ratification of this Constitution or Amendments.
Article XI – Ratification and Amendment
This Constitution will be effective upon a two-thirds vote of the Executive Committee in addition to a two-thirds vote of those attending the “elections” meeting, the first meeting in March.
Amendments to this Constitution may be made both to add and to alter existing articles. Such amendments will require a simple majority vote of the Executive Committee and a two-thirds vote of those attending the elections meeting.
